Plan to register prepaid phone users on hold

The call to register the identities of prepaid mobile phone subscribers by January 2007 is currently on hold, officials from the Ministry of Posts and Telematics said Tuesday.

The plan to do so, recently put forth to the government by the ministry for January 1, requires all prepaid mobile phone users to supply service providers with the identity information like names, dates of birth and ID numbers.

Currently, Vietnam has some 12 mobile phone users, and roughly 80 percent are prepaid subscribers, meaning the task of registering users would be massive.

Service providers are concerned the regulation would cause a foreseeable drop in revenues for mobile phone operators, as subscribers would be discouraged from using prepaid services.

Pham Hong Hai, head of the telecom bureau under the ministry, said to date the ministry has not received a response from government.

If given nod, the ministry would gather ideas and suggestions from relevant agencies, service providers and consumers before implementing the plan.

Deputy Minister Tran Duc Lai said after government approval, the plan would need several more months to take effect.

To date, only subscribers that want to pay fees by bills register with service providers.

The ministry explained the plan is aimed to protect customers from vexed messages and calls, and help authorities foil hi-tech criminals who capitalize on the cell-phones to disseminate false information.

Hai said responsible agencies would set clear regulations so that the plan would not harm users or providers.

He added the registration would not pose difficulty for consumers using mobile phones with good motives, and vice versa for dubious users.

Experts also worry that in order to attract subscribers, some subsidiaries would use one ID number to register hundreds of consumers, as regulations do not limit the numbers a consumer could hold.

Nguyen Xuan Tru, deputy head of the bureau said the ministry would include regulations concerning fines and punishment to ensure fairness in the competition among mobile phone operators.
